Τα κράτη μέλη της Ανατολικής Ευρώπης υποστηρίζουν ότι οι πραγματικοί νικητές του προσχεδίου του Προϋπολογισμού της Ευρωπαϊκής Επιτροπής είναι τα κράτη του Ευρωπαϊκού Νότου.

Αλλά αυτό δεν σημαίνει ότι όλοι στην Ελλάδα είναι ικανοποιημένοι με το προσχέδιο.

Ο Γεράσιμος Μπαλαούρας, πρόεδρος της Διαρκούς Επιτροπής Οικονομικών Υποθέσεων του Ελληνικού Κοινοβουλίου και μέλος του κυβερνώντος αριστερού κόμματος ΣΥΡΙΖΑ, δεν κρύβει τη μεγάλη ανησυχία του.

 «Η Ελλάδα και ιδίως η ελληνική κυβέρνηση του ΣΥΡΙΖΑ, μια από τις ελάχιστες αριστερές κυβερνήσεις που υπάρχουν σήμερα στην Ευρώπη, έχει σοβαρές ενστάσεις στο μακροπρόθεσμο σχέδιο προϋπολογισμού της Ευρωπαϊκής Ένωσης», γράφει ο Μάκης Μπαλαούρας, σε σημείωμά του στην πολιτική επιθεώρηση Politico. «Η εκτίμησή μας είναι ότι το Πολυετές Οικονομικό Πλαίσιο αντανακλά την πολιτική στροφή της Ευρώπης προς τα δεξιά», παρατηρεί.

 «Η πρόταση της Επιτροπής επιμένει στις ίδιες τεχνοκρατικές και ανελαστικές πολιτικές που προωθούσαν τα προηγούμενα χρόνια οι κυβερνήσεις της Δεξιάς, τις πολιτικές που πρέπει να θεωρηθούν υπεύθυνες για την εμβάθυνση της οικονομικής κρίσης ιδίως στις χώρες του Ευρωπαϊκού Νότου», γράφει ο Μάκης Μπαλαούρας.

Περικοπές στην αγροτική πολιτική 

 «Καθώς η χώρα μου είχε πάντοτε όφελος από την Κοινή Αγροτική Πολιτική και τις Πολιτικές των Ταμείων Συνοχής, η σχεδιαζόμενη μείωση των συγκεκριμένων Προϋπολογισμών κατά 5% αποτελεί πρόβλημα για την ελληνική κυβέρνηση» γράφει , προσθέτοντας: «Η κυβέρνηση του ΣΥΡΙΖΑ προσπαθεί τώρα να εφαρμόσει ένα  πρόγραμμα παραγωγικής ανασυγκρότησης στην Ελλάδα, και ποντάρουμε πολύ στον αγροτικό τομέα. Η μείωση του προϋπολογισμού της ΚΑΠ δεν βοηθά την προσπάθειά μας».  

Αλλαγές στα κριτήρια για τα κονδύλια Συνοχής

«Θα έλεγα το ίδιο για τις περικοπές στα κονδύλια για τη Συνοχή, αν και πρέπει να παραδεχτώ ότι αυτές οι περικοπές συνοδεύεται από την εισαγωγή κάποιων νέων κριτηρίων που είναι υπέρ της χώρας μου. Για παράδειγμα, αντί να λαμβάνεται ως μοναδικό κριτήριο για την κατανομή των κονδυλιών συνοχής το κατά κεφαλήν εισόδημα, το προσχέδιο του προϋπολογισμού εισάγει πρόσθετα κριτήρια: συγκεκριμένα το ποσοστό ανεργίας και τα προβλήματα ενσωμάτωσης των μεταναστών», σημειώνει.

Προβληματικές νέες προτεραιότητες

«Από την άλλη μεριά, σαν εκπρόσωπος της πολιτικής οικογένειας των Κομμάτων της Ευρωπαϊκής Αριστεράς, διαφωνώ πλήρως με τις προταθείσες αλλαγές στη δομή  των ευρωπαϊκών δαπανών, δηλαδή τις περικοπές στα κονδύλια για τη Γεωργία και τη Συνοχή, και τις αυξήσεις στις δαπάνες για την Άμυνα και την Ευρώπη Φρούριο», γράφει.

«Με αυτές τις επιλογές η Ευρωπαϊκή Ένωση δείχνει να εγκαταλείπει τους στόχους της οικονομικής, κοινωνικής και πολιτικής συνοχής, που εγγράφηκαν στις ευρωπαϊκές συνθήκες ως θεμελιώδεις στόχοι της Ευρωπαϊκής Ένωσης, στην καλύτερη και πιο εμπνευσμένη περίοδο του ευρωπαϊκού σχεδίου, δείχνει δηλαδή να εγκαταλείπει ένα ζωτικό στοιχείο του ευρωπαϊκού σχεδίου».   

IN FOCUS: THE VIEW FROM ATHENS

Eastern member countries say southern countries are the real winners of the European Commission’s budget proposal.

But that doesn’t mean everyone in Greece is happy with the blueprint.

Gerasimos Balaouras, chairman of the Greek parliament’s Standing Committee on Economic Affairs and a member of the ruling left-wing Syriza party, is highly concerned.

“Greece and especially the current Greek Government of Syriza, one of the few left governments in Europe today, have serious objections to the proposed EU long-term budget,” Balaouras wrote in a note to POLITICO. “We estimate that the Multiannual Financial Framework (MFF) is reflecting Europe’s political turn towards the right,” he wrote.

“The Commission proposal insists on the same technocratic and inflexible policies promoted by the right governments over the past years, the kind of policies that must be held responsible for the economic crisis going deeper, especially in the countries of the European South. It insists on the logic of linear cuts, of the financialization of policies, of the overly stringent conditionalities, etc.,” Balaouras wrote.

Agriculture woes 

“As my country has always been a beneficiary of EU agricultural and cohesion policies, the planned reduction of these policies by around 5 percent poses some problems for my government,” he wrote, adding that “the Syriza government is now trying to implement a reconstruction program of production in Greece, and we count very much on our agricultural sector. The reduction of agriculture does not help our effort.”

Cohesion formula changes 

“I could say the same thing about the cuts in cohesion policies, even if I must admit that these cuts are accompanied by the introduction of some new criteria that are in favor of my country. For example, instead of using as the only criterion for the allocation of resources the level of GDP per capita, the new draft introduces additional criteria, such as the unemployment rate or the problems with the integration of immigrants,” he noted.

Faulty new priorities 

“On the other hand, as a deputy member of the European Left political family, I totally disagree with the proposed shifts in the structure of EU expenditure, that is to say the cuts with regard to agriculture and cohesion and the increase in the expenditures for defense and the ‘Fortress Europe’,” he wrote.

“With these choices, the EU seems to abandon the goals of economic, social and territorial cohesion that were enshrined in the Treaties as EU objectives in the best and most inspiring period of the European project, that is to say seems to abandon a crucial element of the European project.”
